Gov. Quinn signs new animal welfare law

Dogs roamed free at a dog park in Chicago's West Loop.

Governor Pat Quinn signed a bill regulating how dogs can be tethered outside. In addition to requiring animals have access to adequate food, water and shelter, animals can not be tied with ropes shorter than 10 feet long. The maximum sentence for a first time offender is six months.
